Description (partial)

Symptom:
Admin notification to restart the XCP router as result of adding inter-cluster peer.

This occurs when the intercluster peer has additional presence domains not currently on the home node.

For example if cluster A has presence domains x.com and cluster B has presence domains x.com and y.com.
Cluster A when cluster B is added as a peer, a notification will appear on cluster A to restart the XCP router
