Description (partial)

Symptom:
Symptom: Packets drops for netflow statistics are seen much before the actual policer rate is reached.

Triggering

Conditions:
Sending traffic flow at maximum policer rate. (750pps)

Impact on router/traffic: No traffic drop

Reproducible: Yes. Send traffic from 750(source) and 1000(destination) to create 750,000 distinct netflow records in cache. 

RCA - When packet flow records are punted from ucode to LC CPU using PDMA, some pkts are dropped in the PDMA queue as the queue is full. The consumer(nf_producer) isn't dequeueing the packet fast enough.
