Description (partial)

Phones are not registering because of null values in the xml product configuration files.

Retrieve phone configuration files from TFTP server with wget or browser like:
wget http://cm_tftp_server:6970/SEP001D45B64072.cnf.xml.sgn

phone XML config file should look like:
What we see is
Note that the second level tags (<HwOptions>, <DialPlan>, etc) are missing

null values in the configuration xml files.

The issue is only seen if someone performs a save on the configuration phone page before it has finished loading. Then tries to have the phone register (restart).
