Cisco Bug: CSCul12775 - ACL_TCAM_NO_TCAM_LEFT even though TCAM is not completely full

Symptom: New IOA flows will not be configured. If we try to configure new IOA flows then acl will throw ACL_TCAM_NO_TCAM_LEFT error. Same error will be seen if we try to configure any flow (DMM, SME) involving fcr. Conditions: This issue comes only after acl security region becomes full (because of IOA/DMM/SME fcr plogi entries). Because of acl security region's order dependent properly (tcam entry which is programmed first should come above tcam entries programmed later), even though some of the flows are deleted for which tcam entries were programmed at middle locations, it can not accommodate new flows. It will just create empty spaces in security region which can never be used to keep its order dependent property intact. Workaround(s): work around is to remove all the IOA flows for which fcr entries are programmed after holes in security region and reprogram them so that the memory holes can be reused.
