Symptom:
CRS high-powered PLIMs are subject to slot placement restrictions and will generate the following error messages if the restrictions are not followed:
PLATFORM-SHELFMGRV2-4-HIGH_POWERED_PLIM_NOT_POWERED_ON_IN_LOWER_BAY 
PLATFORM-SHELFMGRV2-4-AVOID_THERMALLY_SENSITIVE_PLIM_IN_UPPER_SLOT :

Conditions:
PLIMs designated as high-powered are restricted to the be placed in the upper card cage unless another high-powered PLIM is directly below in the lower card cage.
