Description (partial)

Symptom:
bfsServer shows "in recovery" process status yellow in process tree

bfsServer is operational, but cannot connect to dsm.  This prevents it from auditting the IB BFS Sessions.

Conditions:
bfsServer fails to make a DsmccMsg and is then unable to connect to dsm after that:
