Description (partial)

Symptom:
When CCL interface is disconnected, the wizard fails, and connectivity to ASDM is lost altogether.  The console shows that all of the interfaces were shut down (including management-only), and clustering was not enabled, although the rest of the clustering config was in place.  The wizard should probably detect the disconnected CCL and not let you complete the wizard.

Conditions:
CCL interface disconnected.
