Symptom:
debug enabled for tcp and udp on Telnet session does not generate any Debug output.
CLI example: debug tcp packet
Output though is properly logged to Console session.

Conditions:
debug enabled for tcp and udp on Telnet session does not generate any Debug output.
CLI example: 
debug tcp packet
debug udp packet
