Symptom:
Issue :

E20 flicker the video when  transfer the conference call from SX20

Description :
When transfer the video conference call from SX20 to E20, E20 video signal get flickering. 
Where both end points are registered in CUCM and the TPC is handle the conference.

Conditions:
Steps to Reproduce :
Register EX60, SX20 and E20 in CUCM
Integrate CUCM with media resource (MCU/TPS) via telepresence conductor
EX60 and SX20 trigger the conference using the rendezvous conference id
EX60 and SX20 Join the same conference successfully
Transfer the conference call from SX20 to E20
Verify the video conference status

Expected behavior :
E20 video should be display the video properly 

Actual behavior :
E20 video is not working properly and flicker video has been displaying on the E20 monitor

Normal video call transfer video signal is working properly
E20 video signal is in proper when its directly join in the conference using the rendezvous conference id

Call component flow :

EX60 -> SX20 -> CUCM -> SIP Trunk -> TPC -> Media resource 

SX20 -> CUCM -> E20 -> transfer 

EX60 ->E20 -> CUCM -> SIP Trunk -> TPC -> Media resource
