Description (partial)

Symptom:
Remotely accessing the TCU Installation Wizard via VNC or Webstart GUI causes the user to get stuck at the "Touch each panel" prompt as someone locally would need to do this. This cannot be done remotely at least while the T3 is configured as a T3 as opposed to T3 Custom.

Conditions:
No one is local to assist to physically touch the panels
