Description (partial)

Symptom:
Here is the detail of the scenario.

1. A clinet sends DHCP Discover and ISG sends an Offer to the client. The binding is in Selecting state.
2. The client moves to another interface.
3. Then the client sends DHCP Request to the ISG, but different port.
4. ISG drops the Request.
5. The client then sends Discover again, but ISG doesn't respond until the old binding is timed out.
