Description (partial)

Symptom:
When DHCP client starts with Discover(not renew) after roarming, ISG doesn't allocate an IP to the client with below error message, until the old session is timed out.

*Oct 15 11:26:33.814: DHCPD: Error code 1 returned in author_address - drop request

Conditions:
IOS-XE: 3.7.X
ISG: initiator dhcp (ISG is the DHCP server)
Scenario: Roaming between different interfaces(different sub-network)
