Description (partial)

Symptom:
In Presence -> Inter-clustering
When an intercluster peer is added with CA signed cup certificates, the peer cannot be fully synched, and complains of missing certificates.

On the peer attempting to synch the certificates from the remote side, the ICSA logs will contain an error will be logged about a certificate file not found

Conditions:
The cup certificates have been signed on the peer
