Description (partial)
Symptom: Receiving hal-rx-pool out of buffer traces after scaling 128 VPWS and 128 UP MEPS Conditions: 1. Configure Tunnel between Node and PBR in CTC.. 2. Move from CTC to IOS and then configure 128 VPWS services 3. On top of it configure 128 CFM UP MEPS 4. Verify remote learnt both on node and PBR. 5. Reload the active uplink 6. Bad Refcount traces and BCM_MEM_FAILED: Alloc failure: hal_rx_pool out of pak bufs traces hits the PBR
