Description (partial) 

When doing regex substitution, current code only take the first char after "$". And current code also set the "$" variable limit to 10.

Symptom:
When doing UrlRewrite, any "$N" greater than "$9" will be cut as the leading char. For example "$25" will be taken as "$2" and string "5".

Conditions:
UrlRewrite with "$N" > "$9".
