Description (partial)

Symptom:
With N7k 6.1.4a, on the active BGP session, when the password is mismatch on both end in any of following scenario, the BGP session will not be torn down till BGP session reset/restart, which cause inconsistent state. 
1. One side has no passwd, another side have passwd
2. The pass word on both ends are mismatched.

This behavior started from NXOS 6.1.2. We need revert this behavior back on next 6.1.x release.
