Description (partial)

Symptom:
When trying to scale greater than supported 200 satellite access ports per NP and exhausting beyond the limit of 256 we will start to see unaccounted TM entity resources (TM entity resource leak) even after removing all the satellite access ports completely from the NP.

Conditions:
Though official supported satellite access ports per NP is 200, if we try to scale sat-ether ports > 240 per NP and exhaust TM limits, post that exercise, there will be a resource leak of TM entities.
