Symptom:
The output queue gets jammed.

Conditions:
1. This symptom is specific to Cisco 3900e Series ISR platforms.  It's not  applicable to other platforms.
2. The problem is observed only with IOS versions containing CSCui05437 fix

The issue occurs with voice IVR packets which internally use kadis timer. The symptom can also occur when BFD is enabled under the interface configuration on a Cisco 3900e Series ISR router.
