Description (partial)

Symptom:
C series codec cannot make a call through an ISDN link.  Inbound calls work without any issues.

Conditions:
C series codec on TC 6.2.0 is connected to an ISDN link.  The ISDN link has a BRI connection.  If one of these BRI interfaces is turned on and is in alarm, the ISDN link will be in an alarm status.  The C series codec will then lose the option to make outbound H.320 calls.  Inbound calls continue to function as normal.
