Static ARP entries may not be correctly reflected in the CEF adjacency,
causing CEF and hardware forwarding to apply the wrong layer 2 encap to
packets, potentially causing packet loss or mis forwarding.

The problem only occur for static ARP entries, and is only known to be triggered
if the MAC string is changed on an existing static ARP entry.

Using <CmdBold>show arp<noCmdBold> and <CmdBold>show adjacency detail<noCmdBold>
you can verify if the encapsulation string of the adjacency contain the correct
MAC address for the ARP entry.
