Description (partial) 

Symptom:
Client is unable to receive DHCP ACK message from the server.

Condition:
This symptom is observed when a BOOTP client comes on an interface and gets an IP address from the DHCP server with route getting created, and later without the route being deleted another DHCP client comes on the same interface as BOOTP client.
