Description (partial)

Symptom:

When there is a tageted LDP session between two CRSs with GR configured throughout the core and there is a one-hop TE tunnel between them,  restarting LDP process on one router results in LDP GR not to be triggered when Targeted LDP session goes down first. As a result, we experienced 8 seconds downtime.

Conditions:

The issue triggers only when there is taregeted LDP session between two CRSs and both routers have a one-hop TE tunnel configured with the tunnel interfaces participating in LDP. This issue was seen on 3.4.1.13i
