Description (partial)

Symptom: TXP-MR-10E alarm propagation behavior is not consistent.

Conditions: The following example illustrates the issue.

Configuration
=============
- Two ONS 15454 SONET nodes equipped with a TXP-MR-10 in each;
- No Protection;
- Payload is 10GIGE;

Issue a unidirectional signal (with a test set) in both directions; in normal conditions
there are no hits or signal faults, and in particular the traffic is provisioned on both end_to_end points.
Remove the fiber from the client port of only one node.

The result of alarm propagation can be unpredictable, as shown in the example output: 

First Case: 
G.709 ON -> near-end client port: "Carrier Loss On The LAN" alarm (MJ);
far-end trunk port: "GigaBit Ethernet Out of Sync" alarm (CR).
On the far-end trunk the alarm ODUk-AIS should be raised.

Second Case:
G.709 OFF -> near-end client port: "Carrier Loss On The LAN" alarm (MJ);
far-end trunk port: "Carrier Loss On The LAN" alarm (MJ).
Measured power is -27dB from the OutPort trunk near-end (Squel.).
Sometimes (reproduced 20% of the time) no alarms are reported on the far-end trunk 
port. This implies that the card does not squelch. On the far-end trunk the alarm "GigaBit Ethernet Out of Sync" (CR) should be raised.
