Description (partial)

Symptoms: Attempts to redirect a call from a PGW via an MGCP-based gateway 
fail with a "400" error (endpoint in transient state), and the PGW deletes the 
call.

Conditions: This symptom is in the following call scenario:

- The PGW sends two MDCX messages to enable the transfer.

- After the first MDCX, the gateway deletes an existing conference to make 
room for a new one.

- The second MDCX is received before the conference deletion is complete, 
causing the gateway to return a "400" error.
