Description (partial)

Symptom:

For any optional packages on the system (mpls, security, mcast, manageability), it is possible to 
deactivate the package by just issuing the package name IFF that deactivation is issued in 
conjuction with another package (ie. multiple packages are being deactivated).  That is, if the 
router has mpls 2.1.0 running and you inadvertently type deactivate mpls 2.2.0 mcast 2.1.0, it will 
still deactivate mpls 2.1.0 (and all of mpls).

Conditions:

This happens when you deactivate multiple packages together AND when one of the packages is an 
optional package AND if the command is issued with incorrect version number for the optional 
package.
