Description (partial)

Symptom: IMPROPRMVL is not raised when a card in OOS-AU,MEA is extracted.

Conditions: Perform the following steps to recreate this issue:

1. Insert a card and wait until the card's service state is IS-NR.
2. Using CTC/TL1, delete the card. The card's service state is OOS-AUMA,UAS.
3. Using CTC/TL1, provision a different card on the same slot.
The card's service state correctly enters OOS-AU,MEA.
4. Extract the card. It is expected that the IMPROPRMVL alarm is raised and
reported.
