Description (partial)

Symptoms: After an active router recovers from a failure, a standby router may 
continually change its state between active and standby.

Conditions: This symptom is observed when you use millisecond (ms) timers for 
Hot Standby Router Protocol (HSRP), Virtual Router Redundancy Protocol (VRRP), 
and Gateway Load-Balancing Protocol (GLBP) on Fast Ethernet interfaces.
