Description (partial)

The symptom is the appearance of the <CmdBold>IPFAST-PAKSTICK <NoCmdBold> message
pretty much every minute depending on the traffic being forwarded.

The error message appears usually on cisco 4500 or lower end platforms (but could,
on occasion happen on the 7200 or 7500 too depending on configuration).

There are a variety of scenarios that could lead to this error message and all of
them involve multiple invocations of the ip forwarding code. For e.g.

- an MPLS packet coming in a GRE tunnel and being switched out using deaggregation
or going out a GRE/IPSEC tunnel.
