Description (partial)

Symptom:
In a WLC HA deployment with Mesh APs, following an HA failover event the internal AP count at the newly active WLC is incorrect and at times it can be incorrectly increased.
This may lead to AP join issues after the HA failover in case the incorrectly increased counter exceeds the max AP number allowed on the WLC (by hw type and license).

The problem can be recognized by looking at the Syslog/msglog on WLC:
*spamApTask6: Oct 17 13:39:41.968: #LWAPP-3-COUNT_ERR3: spam_lrad.c:6146 Mismatch in the internal count (used entries 6, normal 7, mesh 0)

Conditions:
WLC HA pair running 7.4.110.0 or 7.5.102.0
Mesh APs are part of the deployment (indoor or outdoor mesh, it makes no difference).
