Description (partial)

Symptom:
When in policy map name we're using capital letters at the beginning or ending of name we can see that, policy map changed from 'qos' to 'queueing' and we're no longer able to add qos type class-map:

class-map type qos match-all TEST_cmap
  match cos 5

Nexus(config)# policy-map type qos T_system-in-policy
Nexus(config-pmap-qos)# class type qos TEST_cmap
ERROR: Unable to find policy-map T_system-in-policy of type qos

Conditions:
Capital letter or letters in the beginning/ending of policy-map name
