CTI Toolkit failed to login after Agent ID re-used

Once an agent quits CTI Toolkit without logout (PC crash for example), this Agent is still able to use CTI Toolkit. But after the agent is removed and recreated with same agen ID, when the new Agent login with this agent id, it will prompt error message "the request specified an invalid agentID".

With PollForAgentStatsAtEndCall  set to 0
