Description (partial)
Symptom: Version 12.0 (49230) CLI support is available in sgsn-service, to change the order i.e. to send RAB Assignment before modify-pdp-context to UE. Sgsn-service <sgsn> qos-modification inform-rnc-before-ue Conditions: After command is active, QoS profile provides 42 Mb speed for this session but RNC supports 21 Mb speed only. 1. RNC informs SGSN he supports 21Mb speed 2. SGSN sends UPC of 42 Mb to GGSN. 3. SGSN sends UPC of 21 Mb to GGSN. Step 2 is not needed.
