Description (partial)

Symptom:
A counter is incremented whenever the database is saved and it is reset to zero after the maximum value is reached. After the counter is reset, there loss of new provisioning data  when the TCC card is rebooted if the number of provisions is less than 10.

This issue is also seen with two TNC cards, when the active TNC card with the maximum count is switched to standby mode

Conditions:
This issue is seen only when the counter has reset to zero after reaching the maximum value and is followed by a TNC reboot or side switchover with less than 10 provisions after counter reset.
