Description (partial)

Symptom:
Call transferred showing sucessfully in SIP load
Conditions:
Steps to Reproduce :
1.	Create a site with unified CM installed in it and register   IP Phone A 69xx  SIP load (DN 2160) , IP phone B 69xx SIP load (DN 2328) and IP Phone C (DN 2556).
2.	Make a call from IP phone A (DN  2160) to IP phone B (DN 2328)and answer the call in  IP Phone B .
3.	Park the call in IP phone A now in IP phone B it will indicate the call is parked .
4.	Now transfer the  parked call from IP phone B to IP Phone C  using hard key and try to make complete transfer by using hard key .

Problem Description : when trying to transfer the parked call from IP Phone B(SIP load ) it will show Cannot complete transfer the call but when trying to complete transfer by again using hard key the message indicates like Call transferred successfully .

Note : In SCCP load when giving complete transfer using hard key the message showing Cannot complete transfer not as call  transfer  successfully when trying to give complete transfer using hard key again .

Expected Behaviour : In SIP load while trying to give complete transfer it should indicate Cannot  complete transfer .
