Description (partial)

Symptom: The top0/12 interface was not selected even though PTP is in Phase Aligned.
Conditions: This symptom occurs under the following conditions:

1. Configure the normal PTP OC master. The unit is expected to send clockclass 58. Unit is runs with internal clock source(QL-SEC).
2. Configure 1PPS and ToD. The OC master is still expected to send QL-DNU.
3. Configure a network freq source with the same QL as the internal clock that is QL-sec. Now the PTP clock class does not change the clock class accordingly. If any other QL other than the QL-sec is received, the clock class is updated correctly.
