Description (partial)

Symptom:

In inter MST domain topology, after one of Nexus 5000 reloaded, you may notice ~30 seconds of traffic loss.
This is happening, due to fact, that right after boot up, VPC Peer-link moved over BLK->LRN->FWD states.
Before assuming this defect, please read conditions carefully

Conditions:

Problem happens only under next conditions:
*** VPC pair should be a part of MST region A, while upstream chassis should be in MST region B;
*** VPC pair in MST A, should be connected to MST B over orphan ports;
*** CIST root should be in MST region B, hence one of upstream ports on VPC peer, will be in Altn/BLK state.
