Symptom:
Invalid XML format for the response for devicedatapass through Opertaion from CTI

Conditions:
When IPMA sends the devicedatapassthrough request to CTI the response recieved is not in a valid XML format because of which parsing that XML is throwing Exceptions in IPMA logs
