Description (partial)

IPv6 packets that are sent from a mn to a chassis egress interface, where they result in 3+ fragments, are not reassembled.  this is a test scenario designed to exercise the robustness of the fragmentation functionality on the ASR5500.  this is not a typical deployment scenario.

ASR5500 only, where icmp echo request with 3+ fragments sent from an mn to a chassis egress interface. Packet offset and length for fragments should be corrupted/wrong to hit this crash.
