Description (partial) 

Symptom:
On ubr10012 CMTS platform, change dsg classifier dest hostname via SNMP object cdsgIfExtClassDestHostName could cause an error message on the standby PRE.
%SNMP-3-SYNCFAIL: SNMP MIB Sync Failure: Failure on standby

This may cause dsg classifier config inconsistency after PRE switchover, but will not impact current service.

Conditions:
1. DSG classifier is configurated.
2. SNMP is enabled.
