Description (partial)

Symptom:
In certain scenarios when Jabber for Windows loses connection to Presence server, network loss is not properly evaluated and Jabber shows its presence as online. Additionally, Jabber is also allowing user to send messages to other users, and no error is returned. The messages don't go through.

Conditions:
Reproduced when disconnecting the Cisco Anyconnect VPN client, while having a chat window with another user opened. Jabber 9.2.4 and 9.2.5
