Description (partial)

Symptom:
When the router is configured with etherchannel (port-channel interface) and the member interfaces of the port-channel are flapping, there is a possibility that some of the small buffers used for IP protocols (ping, pimv2...) are never free'd.

Conditions:
1. Etherchannel configuration
2. member interfaces of the port-channel flapping
