Description (partial)

Symptom:
Configuration changes made on ORA admin secondary server while primary server down can be overwritten or not replicate when primary server comes up

Conditions:
This problem happens only when changes are made to the secondary server while the primary server is not in service.
The change to the secondary server is not propagated to the primary server.
When the primary server comes back online, its original data is retained and replicated to all servers in case of a data discrepancy, therefore the changes made to the secondary server are lost.
