Description (partial)

Symptom:
After creating a single partition, downgrading back to releases prior to 1.5(4x), we see all the partitions in WebUI/CLI

Conditions:
Issue is seen only after doing an upgrade to 1.5(4x), creating single partition and then downgrade back to release less than 1.5(4x)
