Description (partial)

Symptom:
On ubr10012 CMTS platform, it's possible to disable DSG forwarding on a primary interface of a protect line card via SNMP object cdsgIfExtDownDsgDisable. This is not allowed via CLI, because it may lead to potential issue.

Conditions:
1. A protect line card is and configurated
2. DSG and SNMP is enabled.
