Description (partial)

Symptom:
Unable to form an LACP port-channel when using a native vlan other than vlan 1 because of unexpected tagged frame.

Conditions:
Found when trying to bundle an LACP port-channel between a 3850 switch running 3.2.2 and an ASR1000 router.  A packet capture shows that a dot1Q header is added to the LACP BPDU (tagged) when using any vlan other than vlan 1.  When using 'native vlan 1' on the port-channel, the capture shows the expected behavior of an untagged frame.
