Description (partial)

CUCM does support RFC 5491 & RFC 6442 for IP Phones. The location of the IP Phones is static & can be updated into the location tag which is associated to the IP Phone device config inside the CUCM. This information can be sent out by the CUCM while making an external call over the SIP Trunk for location specific service to the users. 

Since Jabber client on the smart phone is a mobile device client, its location keeps changing. However, every time the user uses the Jabber client to make the call it can use the GPS of the phone to determine its current location & include the location tag in the invite message to the CUCM server.
