Description (partial)

The snmpTrapHandler process takes a long time to stop.  This is observed when stopping the snmpTrapHandler process using the following command:
dncsControl -stop snmpTrapHandler
The system returns "stopping" and takes many seconds for the process to finally stop.  The length of time to stop varies from almost immediately to 10s or more of seconds.
