Symptom:
Secure call doesn't work

Conditions:
1. Login into secure CUCM
2. On the phone configuration page, set the device security profile to "Encrypted"
3. Repeat the steps 1-2 in another ILTempo endpoint.
4. Initiate a call between two endpoints
5. Answer the call on receiving end
6. Observe the secure call behavior
