Description (partial)

Symptom:
# is displayed as %2523 on the transfer target phone.

<Step>
1. 
Caller places a call to 12345 with pressing 12345#. 
Caller Phone(transferor) ---> CUCM1 ---> MGCP GW ---> Called Party(transferee)(12345) 
 
2.
Then the caller hold the call and place the second call. 
Caller Phone(transferor) ---> CUCM1 ---> CUCM2(SME) ---> CUCM3 ---> Transfer Target(CP-7962) 
 
3.
The caller Invokes the call transfer, then Called Party(transferee)(12345) and Transfer Target(CP-7962) is connected. 
 
4.
CP-7962 shows "From Unknown Number" on the display.  After disconnecting the call CP-7962 shows "12345%2523" on the call history. 
The expected behavior here is "From 12345#" is shown.
 
When the transfer target is CP-9971, "12345%23@xxx.xxx.xxx.xxx" is shown. (xxx.xxx.xxx.xxx is IP Address of CUCM), then the call history shows "12345%2523@xxx.xxx.xxx.xxx" 
 
When the transfer target is CP-7937, "From" is shown. Then the call history shows "12345". 
 
When the caller places a call to 12345 with pressing "12345" (without #), the transfer target shows "12345" and the call history shows "12345". (It's expected behavior.)
