Description (partial)

Symptom:
After upgrade from release pre-4.3.1 to release 4.3.1 or later, hsrp groups might display duplicates config lines for certain groups after being modified :

Conditions:
existing hsrp config in release older than 4.3.1 
upgrade to 4.3.1 or later
modify hsrp config

An alternate trigger is to use the deprecated hsrp config mode (by not using address-family) :

RP/0/RSP0/CPU0:router(config)#router hsrp
RP/0/RSP0/CPU0:router(config-hsrp)# interface BVI3206
RP/0/RSP0/CPU0:router(config-hsrp-if)#hsrp 131 priority 250
